Unironically nod krai. It’s obvious that it wasn’t part of the original plan and we were clearly meant to go straight to snezhnaya after natlan. But since it was added in last minute (probably during fontaine) they had to rework major parts of natlan's plot to fit it around nod krai. It’s no coincidence we’re only just now getting mare jivari in the final patch of 5.x and even then it’s not the full area. Same thing with the pyro gnosis being unresolved and the name on gemstone still being censored, they intentionally left natlan's storyline open ended on purpose
