Depends on how you want to play. I'll state that dagger use and dagger restage isn't mandatory or anything.
Still, I can only really speak from the perspective of my playstyle and loadout. pic related

Into the lefthand it goes. It uses like 50% more stamina but with stamina on attack you can get a dodge and still finish your dagger chain as early as level 1.
Offhand dagger lets you access weapon arts of stronger weapons in your right hand
Only dual wield daggers if both have ailments.

>when to use dagger
If it's got a status ailment attached to it? All the time unless the boss is resistant to ailments. Otherwise only when restage is on cooldown to trigger dagger restage.
If restage is not on cooldown you should be using higher burst options to set up strong restages

>when to restage
Usually after big burst. You have 3 seconds to work with.
Basically every single party member has big burst you can play around. e.g; raiders jump powerstanced L1's, Wylders explosion, executor's status procs, Recluse/Revenants charged spells, etc.
You want to use your burst when they land your burst and restage both. Try to avoid restaging solo hits of only your damage unless it's obvious nobody else is going to land a hit in that 3 second window.

If you want to use the dagger. You have to learn how to single dodge. Duchess can single dodge into a backstep and not lose her dagger combo. Practice it if you want to. It's not like you need to use a dagger or that relic though.

At the start of the match? Anything with a high damage weapon art, high burst normal attacks, or an ailment
If you get a good staff, you start gearing your passives and boss passives to aid spellcasting.
Check the shop. Decide if the 42k soul item there is worth purchasing
If you get a frost dagger, it WILL come with chilling mist. You're one fire greased reduvia away from becoming a blender.
