Honestly this is so fucking cringe, even if he doesn't have a visible camera. Needless to say that cold approach without a specific context (village fair, club, bar, wedding) doesn't work (atleast in white countries), this is literally the only moment I would side with the feminists as they call this "harassment", because that's mostly what it is. I've done cold approaching during the day two times in my life and the reaction I got from the women was that of an autistic, starchy robot, so I quickly aborted the mission and walked away.
