Now this is unfortunate since you are speaking with quite an expert on Morrowind.
It's the engine limitations that cause the trouble, not your GPU (pretty much whatever it is, made in the last 15 years),
and this is a bit of a complex topic, sinc those limitations may have originally served efficiency, to make it run on the original target systems, while it gets in the way with more powerful systems.
This however isn't really the case with Morrowind, since it's simply inefficient.

Shame on you for making me utter this word.
Now there is various tools that fix some of this inefficiencies and limits, and expand engine functionality and such, but even with that your GPU will not actually be taxed significantly; just that the engine is always operating at its very limits.
Also stuff like disabling V-Sync doesn't count as taxing your GPU either.
