I don't know this chick's music but judging by her immediate visual presentation and reception by fans, the parodic use of make-up is on purpose. This is her subversion of the Marilyn Monroe type of 20th century celebrity woman which was both sexy and more importantly beautiful to men, into the kind of non-threatening "sexy" that feminist-leaning women shallowly compliment each other with as a sort of "empowerment".
Makeup not only fools retards into treating women more favorably, but it's also a kind of emotional armor. The logic behind it is that the more unrecognizable you paint your face, the less that any slights against it are about the real you, and more about a shell you wear. It's a bit like the autist's normie-masking or fabricated personality to get by in life socially, but for insecure women. This is why MakeApp upset them so much a few years back.
