If you were to, hypothetically, install the game on a second device or emulator, you can set that emulator to also install voice packs that you don't have on your main one, like Chinese or Korean. If you then, hypothetically, set some random operator's voicelines to that language, the choice would persist between devices. But since your first device doesn't have that language pack, that random operator would be completely muted. Hypothetically.
