I think she's 22-24. Young adult, but old enough she'll get shit for acting immature. I think he's at least 28 because pokemon has a pretty straightforward line between teens and adults, but it's hard to tell if he's not 40+ without a character data sheet. I think they have a solid 4+ year age gap, not more than 10 at most. They seem close like siblings since she has that familiarity vibe of trying to beat an older brother at something rather than an elder, and he doesn't take whatever 'threat' she thinks she offers seriously yet indulges her constantly like a doting brother.

The real question is, are they kissing cousins?
