Yes, seastone is weakening him, though with most of it off its effect is not as strong maybe because he's so big, and he's just stupidly strong. He might now be in a similar state to Luffy in Wano's prison, they made special seastone so that df users could still do manual labor, but were still too weak to do stuff like use haki.
