Elves and Fairies(or Fae) are complicated because both words have been used as fairly catch-all terms for other beings.
The Christmas Elf are arguably originally "nisse" or "tomte", more closely related to Kobolds and Brownies than to the elves of either mythology, tolkien or even folklore generally. Elves only in the catch-all sense. The garden gnomes people know today come from the same kind of family as these.
