This is not unprecendented. Japan has returned lots of rice to Thailand too in years past during rice shortages. Japanese are not ungrateful, it's just that your rice does not taste like Japanese rice. You can't make sushi with long grain American white rice or Thailand jasmine rice. It just doesn't work. Japanese rice is short grain and sticky. It's like bitching about how they won't accept your carrots when those are qualitatively different.
