From the main series, a majority of the characters are bosses, whom have their own stages, are usually up to something, have some amount of dialog, a title, spell cards with names, unique clothing, and their own musical theme. That's eight bullets for the character already, which is a lot of characterization. Furi, a boss rush game, as an example, gets close to this level, but the characters are too fantastical and Touhou characters conversations are way more casual.
Then there's derivative works which both add and subtract from the 'humanity' of the characters. When I see a casual picture of Suwako, even with inhuman features like frog eyes added, I feel an odd closeness to her, this'll happen with other characters in Doujinshi stories as well. But other things take me out of it, like how 90% or more of Zanmu pics I've found also have Hisami and vice-versa, they're basically joined at the hip from a fan perspective and it feels unnatural for me.
From a story perspective, I guess they're all rotten in their own way, but at the same time nobody's taking themselves too seriously. Zun once said he thinks of all the characters as children and I think in that respect they don't really hold grudges, they just forget about it and move on. If they did decide to retaliate, then Gensokyo would be more like a political thriller, and in that respect characters would feel less human because I'm not the president of some country and it feels further away. Still enjoyable, relatable in a sense, but less human if that makes any sense.
