Kamen Rider continues to be one of the most profitable franchises own by Bandai/Toei, it has been a non-stop financial success ever since 2007 with its best selling year being 2018. Garo has seen moderate success.
It's just Super Sentai that continues to operate at a loss but even then despite being a non-stop commercial failure since 2015 it gets good views, media engagement and accessory sales, it's just that the main thing that it's advertising, which is the toys, are selling extremely poorly.

No it wouldn't, the west would hate things like Toku since they actively push away things that don't overuse CGI and don't have enough sense of disbelief to look past the low budget these shows have.
