Ahoy from America, can somebody please help me get to the bottom this English quote that has it's own wikipedia entry,

For 20 years I've studied the 48 laws of power and this is one of the most memorable and important quotes. However, it seems loving by this maxim has lead me down a self destructive path in life and lead to many unexpected and unnecessary confrontations that I sought to avoid.
Just watching politicians speak, I've noticed all that they do is complain and explain. Maybe a more modern one would be something like
>Deny everything, admit nothing. Never admit defeat.
