The idea was as follows:
The main character is a naive, trusting stable dweller with some qualities not found in the Wastelanders. He ends up tagging along a Zeeb mare. That this particular zebra is one of their respected matriarchs would get revealed later. She's the main story driver but not the main character. Her prime directive is to restore some sort of civilization to Equestria, and the first part of her plan is to establish a solid, stable agricultural base to provide a reliable food source. This, in turn, puts her at odds with the Enclave for blocking the skies so she has a bone to pick with them.
Through her, our poor little stable pony (Kirin?) gets dragged into something far larger than he was supposed to.
For a third character, I was thinking a pegasus born on the ground to two earth pony parents. He/she has never been above the clouds. The Enclave treat them as a weirdo and outcast. Again, bone to pick with the Enclave. However, there's a major downside to this one: their existence implies the existence of non-pegasi born among the "pure" sky dwellers and I don't want to shock the setting too much. This wasn't a thing back when the original was written, weird genetics and races skipping generations, so idk if it's worth introducing.
There, I think that'd do for a very basic backbone of a story. Of course there's still the other 99.9% of the work left to do before there's even anything to show.
