I suspect that there are fewer shills here than there appear to be. They're likely using multiple devices to pretend to be larger in number. That's why they check in and out at the same time.
Same with the catalog. Go watch the threads that get spammed and you'll start to see patterns. The whole "cooldown" attempt is about monetizing spam. Shills buy passes and get to flood the board.
