I'm in the camp of people who think they wasted time, but I'll say that if they had more episodes, they might've gone with an episodic structure that would've made the backstory eps and subplots work better. By this point in the story, I felt like they were trying too hard to shoehorn Skinner into everything and got sick of hearing about him, even though I feel like Lazarus is an OK show and actually like the team.
