That's not really true. The freedom convoy was completely peaceful and even shoveled the streets and picked up trash. Didn't stop the government from treating them like terrorists, but mandates were lifted immediately so it obviously worked. Occupy Wall St was kind of working too but they were undermined by the 'progressive stack'.
