I live in Canada, its just impossible to live in an apartment building that has central air conditioning without spending $5K a month on rent.
My apartment has floorboard heaters that they control remotely for all apartment durings the winter, but for air conditioning its on you to figure it out. You have to buy your own window mount air conditioner, they ask a $50 annual fee for having one AND they don't allow you to mount an air conditioner on a window without a balcony. So you're only allowed to have one in the living room
