It's a mix of both. TM can survive - it's conception and popularity until it exploded with FGO is proof of that - but at this point without FGO it's have considerable losses and size reduction back to how it was before. At the same time, the repeatedly failured to expand beyond FGO show the fans that like the other stuff are a fraction of the current ones, which is natural.
Nasu can only afford to be as lazy as he is nowadays because FGO, and TM as a whole can do whatever they want without care for the same reason. It'd be more impressive if Nasu didn't realize that in spite of repeatedly proclaiming he wants to kill off the game, though he is probably either in denial or has accepted that by this point after each shitstorm that followed.
Ironically Nasu just needed to put some effort and that's it. He could expand the scope of his fans and secure a foundation if he put effort. But he writes for himself and does so when he feels like it. And he sucks at his true passion, sci-fi.
