Yeah thats a "look" for sure, but losing popularity. Almost all will use a "whitening skin product" and will do their damndest to hide from the sun. Being dark means you're poor so it's not so much they want to look "like a european" it's they want to look like they don't go out in the fields. The obviously fake white make up is usually for ceremonies because it's traditional. You'll see it often at weddings but even that less so now. Picrel is me googling "Vietnam wedding" and it looks like only one girl has the white makeup, but that actually could be a bad photoshop cause her face looks uncanny valley to me.
