This happened to me when I wanted to mess around in the incomplete PSP version. It was like an hour into it at which point Yuffie suddenly snowballed everyone in the next half hour and finally put us out of our misery. It also felt like the PSP version specifically was insanely unfair because Yuffie all game was getting god rolls and I was getting 1s constantly along with the others getting like 2s and 3s.
