Continuity in character development is the object permanence of a narrative, and a well-written story will maintain it no matter what it's about. Mostly romcoms, but really a lot of animanga involving romance have significant romantic developments happen, then set the dial back to 0 to maintain the status quo. It's shitty writing. The dynamic of their relationship should change and be based on significant moments in its history. But not when the hack author needs to sell his manga for another 100 chapters of nothing ever happens. Then, it's safer to have the characters act like nothing happened. Doing otherwise requires more writing prowess and risks alienating an audience that never cared for the quality of the narrative anyway. Romance anime that do this are trash and the idea that the story is "better off this way" is just a shitty excuse for the authors.
I've already accepted that anime that do romance right will be few and far in between, and if I want better love stories in general I'm better off reading a fucking book.
