I don't think she's taken that many tests, is that the maximum number? She tweets about it sometimes, I think she failed to get the learner's permit at first, but maybe 2 years ago she passed that test.

Then she went to driving school, got depressed over having to miss sessions because her management booked an acting role she didn't even want at the same time (the Sabae drama), got depressed about wasting money and put off make-up sessions, then failed the test.
Then she had a one-off spot with Abema reporting on a race, where she joked about being a motorsports fan who doesn't drive, which caused her to redouble her efforts, and she took the test again (failed).
Then she made it her New Year's resolution, but got depressed again and that's when she became a wagecuck.
Then she met with her old best friend and was envious of her being able to drive, and remembered she wants to pass before she turns 23 next February.

So I THINK that's only two failed tests to get the C-class and several permit failures as well.
