If you mean a semi-auto intermediate caliber carbine I'd say if the kid is responsible and has handled firearms before to go for it, an AR-15 is pretty light and you can get a cheap PSA or a poverty pony as a learner gun for them. I gave my niece her first gun when she was twelve, but it was a .22lr lever action.
