A tax on anyone is a tax on everyone, because all costs get passed on. Taxing 'only rich people' means taxing 'poor people' at the same time too.
Regressives are both stupid and evil; stupid because they don't understand this; evil because to the extent they do understand it, they don't care, because they actually want everyone to suffer equally - mutually assured spite is the point. They are perfectly happy to harm themselves if it means they can harm the objects of their spite in the process.
