you dont buy upgrades, unlock buildings, level up your characters and manage multiple "teams".
you get 4 characters and they will stick with you for your run. if the run ends, you get 4 new ones. you can buy passive bonuses and unlock more abilites in roguelike fashion for your next run, but it's nothing like the first game
