I'm the person who originally made your image, and I actually think Maria being that energetic and spirited is an Ianism based on an Iizukaism based on a Maekawaism.
Let me explain.
Maria is a character who barely had any appearances in the franchise before 2024. Maekawa based her directly off Mokuren from Please Save My Earth, who shares Maria's voice actor.
Let's look at Mokuren's character.
Mokuren's cheerfulness is very subdued, and she is usually quite quiet and melancholy. There's a time when she becomes briefly excited when telling Shion about her dream, and then as she remembers her dream of being born on Earth isn't real, she becomes melancholy and a tear slips down her face. Mokuren is not really the type of person to drag others around out of excitement.
Now, to the Maria Maekawa wrote, as well as Maria from Sonic X. The Maria also very subdued and melancholy, standing watching the Earth quietly with him, gently asking him what he think it's like on Earth.
It's like this until Iizuka stepped in to write Shadow the Hedgehog, and gave her slightly more child-like cheerful qualities. We see this particularly in the flashback where she's playing with the Commander.
Now Ian and Imada are writing her, and I'm sure they don't know anything about Mokuren. Maekawa's gone, and Maria had so few appearances they're able to give her traits they feel like giving her without it seeming OOC, since again, Maria's original writer(s) are long gone. And they decided to make her more cheerful, more active, because that's what contrasts with Shadow's broody pessimistic demeanor. People like to make younger characters excitable too.
Slowly flanderizing the characters in order to force contrasting relationships is a pit many many writers fall into, after all.
