Went and checked those story parts. If I had to guess, it's more of the natural deconstruction of land as the salt flat is running out of water, so they're moving around to survive and now are ending up in the skeletal reef which is more untouched by people and creatures. If they were seaborn cells, the saltfins that feed upon them would have mutated too, no? Just a theory here.
