Yes, the relationship is more complex I think, perhaps each serves the other in some way? In terms of the layers I mentioned earlier, the conspiracy is closer to the truth than the official line, but I don't think it's the complete truth and there's another level of control and purpose beyond whoever co-ordinated the various teams at work that day.
At some point is this beyond human capacity? It does seem so, but I'd guess there's a human level with deep understanding operating between those guys running round with guns and whatever entities beyond are pulling strings and there's evidence available for that.

Also worth looking at the badge of Las Vegas. Those winged figures at the Luxor resemble those at the Hoover Dam. Another repository of deeply esoteric symbolism.
