Had a save from just before (the quest was to take care of two sparrows, the shuttle landed on the other side of the orbital base, I wasn't entirely sure how to safely deliver them there, but it turns out that if a pawn just carries them they don't suffer vacuum exposure?). I guess it's because it picks the shuttlepad as its valid target but there's not enough space there so the excess targets cells around it regardless of suitability?
