Is there any reason for this other than TCG retardation? The only cope I could think of is avoiding the "also, also" but Vanquish Soul already has some PSCT that sets up effect negation on top of a delayed trigger without doing alsos.
Like why isn't Obedience Schooled written as
>If you control no monsters: Special Summon 3 Level 2 or lower Beast Effect Monsters with different names from your Deck (but negate their effects, and destroy them during the End Phase), also for the rest of this turn after this card resolves, you cannot Special Summon, except Beast monsters.
Now its more clear that the lock is part of the effect instead of being its own thing, which avoids ruling questions about whether Ashing Obedience Schooled results in a lock or not (the card DID resolve, and its a different line to the effect being Ashed)
