The Brazilian concept is based on predominant outward appearance.
It's very simple and non-rigorous because race doesn't play nearly as much of an important role in BR culture as it does in other cultures, hence there is no need for precise genetic definitions.
As for the Portuguese, you'd be "white" here and in most other countries, but in places like the US I'm pretty sure many of you would be identified in the streets as "Latinos".
