there is also a slightly vague line that implies that they may be considering opening a new station in the Arctic, or at least 'implement modern HF standard waveforms'

All in all, not much given away apart from the budgeting amounts, but its still interesting to see it noted explicitly in an unclassified document- there was also a couple paragraphs 'describing' and 'justifying' the program in very general terms, which its interesting to see in the wild
