Human eugenics has never been tried for more than 20 years at a time since the concept of eugenics really debuted. There are plenty of examples of eugenic practices throughout human history which have been quite effective, but 20th century eugenics was basically a little blip in history and honestly most of it was idiotic after 1940. At some point, it just became pants on head retarded and began to embrace degeneracy for the sake of potentially improving the genepool, which itself is a contradiction. You can't promote eugenics by saying "Be responsible! Don't reproduce!" because that just makes irresponsible people breed while everyone who's responsible stops having kids. Other means of eugenics which remained in use after the first 20ish years of eugenics included having parents voluntarily sterilize their children before they reached age of majority etc. Even some of Hitler's eugenic policies didn't even make sense; eugenic and demographic policy is one of the few areas where I prefer the policies of Stalin over Hitler, as Stalin took an approach which was highly natalist and outlawed all contraception and abortion while simultaneously imposing financial penalties on bachelors and childlessness while Hitler just liberalized divorce, like having 50 old dudes divorce their wives and displace young men in the dating market would fix anything.
More effective methods of eugenics include castration of rapists (and other criminals), life imprisonment, capital punishment, etc. while banning contraception and other things that are used by people who otherwise probably have relatively good genes to engage in degenerate behavior. This is basically how Europe operated for over 1000 years prior to modern eugenics and it was effective.
