I wish they went more towards the FBI HRT route. It strikes a perfect balance. More lethal engagements but still acting as law enforcement. And since they're the U.S.'s only tier 1 law enforcement unit, ironically, hostage rescue is only like 10% of their actual work. The other 90% is focused on high-risk raids and arrests, maritime interdiction, undercover operations, That sorta thing. They jump on normal FBI SWAT hits all the time or when there are multiple targets that require multiple teams. They were even embedded with other SMUs (Delta, Seal Team 6) overseas to arrest indicted terrorists during the height of the GWOT.
I feel like they would've fit better into the setting of this game. Some of RoN's mission are WAY too high-risk for SWAT. It makes a lot more sense to send them on a mission to recapture an oil rig in U.S. waters than a fucking local municipal SWAT team. But regardless, I'm not big into this game anymore. VOID spread their asscheeks wide open for Sony.
