The reason Saturn is a deity of time is because every planet has its own electromagnetic frequency, which affects reality as we know it. Saturns frequency is part of what creates the world as we know it, that's the macrocosmic effect, they all have microcosmic effects as well because at the creation of the soul when the spirit enters a body, the planets frequency will set the souls frequency. You're correct Saturn is a major deity, but that's more of worshipping time itself, that's why ultimately Mahakala is an aspect of Shiva. There's only one God, the source and then minor Gods are aspects of energy.
