Yeah. Dudes couldn't build a railway for 10 years because they didn't have a functioning system of taxation, had to try and borrow from local parliaments who refused. They tried to appease them and summon the general diet and got refused anyway and angrily disbanded them lmao.

They only escaped this embarassing predicament after nationalising most railways and then running them on profit-making basis anyway. That also meant the bulk of their state revenue was profits from railways not taxes and they could be very lenient with them.
