The choice itself either comes down to someone liking Ganyu or her playstyle more, or not liking Skirk enough. The reason why they're interchangeable even though Skirk has all the strengths Ganyu has, without most of her weaknesses, while has while also dealing more damage is that Escoffier/Furina are the key to the comp and not the main DPS. However one thing I think Ganyu has over Skirk is the possibility of playing her in Mono Cryo with Ayaka, Shenhe and Escoffier, which Skirk can't do because of her passive. It's a very synergistic team and it frees up your Furina for the other side
