Maximums have a litany of issues that they'd need to face in the TCG. The mechanic kinda struggled to get off the ground even in the far more easy to balance Rush Duel, as I recall it wasn't until Go Rush brought in Harpies and Sea Serpent Maximum that they were particularly viable. And Maximums are suited to Rush Duel because of Rush Duel having fewer easy ways to remove monsters as well as how tossing 3 cards from hand to make a boss monster isn't nearly as much of a downside in Rush as it is in Master.
