AIPAC does NOT lobby on behalf of the Israeli government. They lobby on behalf of good relations between the U.S. and Israel.

These are distinct concepts. Let me give you an example:

>They could choose to manufacture the new equipment on their own (developing their native industries) or buy it from arms industries in developing countries (possibly saving money and increasing good will with U.S. adversaries)
>AIPAC lobbies the U.S. to facilitate an arms deal with Israel that helps U.S. defense industries and increases Israeli reliance on us
>this is not necessarily the best solution for Israel, since they could save money or increase self-suffiency with other options
>but this IS the best solution for building closer ties between Israel and the U.S.
