The Solver created them through Cyn initially from taking the Worker Drones at the Elliot Manor and essentially after stealing their souls. You can see N, V and J's worker drone corpses in the basement, with the Solver having messed with their bodies and Solver-flesh mutations to work on the first murder drones / Disassembly Drones. You can also see schematics and equations scrawled all over the walls.
The murder drones are "puppet-hosts" of the Absolute Solver, infinitely respawned whenever they die and thrown at planets to prepare worlds for The Solver to initiate the Singularity event and eat the planet. The whole "we are Disassembly Drones sent by JcJensen to terminate rogue worker drones" is a lie perpetuated by the Solver to fuck with N and keep him from questioning his manipulated memories.

In the world of SCP, The Solver Of The Absolute Fabric would be the main anomalous entity and the Murder Drones / any other AI hosts of the Solver would be -1's, -2's, etc or another designation of being a sub-set of the main anomaly.
But yeah no, the Murder Drones are not man-made.
