Did one more try fixing it and got it.
If anyone else gets it, after activating venv do
pip uninstall numpy
pip install "numpy<2"
then add --skip-install to your COMMANDLINE_ARGS or it's just gonna update and break again.
Totally forgot what I was going to gen this morning now.
