I wouldn't say that's necessarily true. I grew up in Russia in the 90s and still go back there every couple years. American culture is considered to be pretty cool. All current generations of Russians were raised on a strange mix of Soviet, American, and to a lesser extent Euro movies, music, and literature. You can't hate something that's been a part of your upbringing. US government, however is another matter.
