Hiss cards already count as Incantations, its why Vila is in her survey stage and you can test the damage ingame right now, goes through the roof. What it does do it let her actual ult count as an incantation.

Could be because Voyager is a more established character with a few fans who like the character compared to the newly introduced Hiss and Pointer, that's just speculation though. Cuteness is also a bit more important in Asia and out of the two I would say that Voyarina is 'cuter' compared to CornichonxCursor.
