They developed a domestic missile and radar industry but they had to do it mainly on their own while israel and the US sphere had access to technology developed in 30-40 countries.They have some impressive gear in some area but in others they are lacking like their airforce.
Creating a modern airforce is a great power endeavor.A 90 million country under extreme sanctions can't do it on their own.You need the backing of China,Russia or the US to have a modern airforce and up until recently nobody was willing to halp iran with that, mainly because they were on the US/jew shit list.
So yes in some cases the sanctions helped them to develop stonk domestic industries but in other they hurt them.
