colonization implies building and construction, but also a fundamental change from the originating group of people. if you live on the frontier you'll have to deal with your own problems by yourself.

india is not colonizing anywhere, they are spreading their garbage out because it's simply overflowed the original dump. none of the actual migrants are fundamentally changing from their original way of life, just like the africans... but it's worse than that.

of the few people who actually do have the competence and drive to improve a nation, if those people leave their original nation in large enough numbers, the ratio of intelligent people to idiotic people will end up breaking their society.
it's quite a lot like a hydro-electric dam bursting open. a small amount of initial damage, if not managed immediately, almost instantly causes catastrophic self-destruction which sustains itself until nothing is left.
