He's the Tinkerbat of focus for the commission story, yes. Tldr; one ended up gaining some form of self-awareness and after successfully warding Shantae off, Risky awards him with a mouth to actually speak his mind. Subsequent chapters are all more of the sexy defeats that Shantae goes through. There's a few things in the background, but honestly I'm still sussing out how the story should go or how it will eventually end.
