It's the cat ears and long pigtails, they make the design look too busy while at the same time not being clear enough to explain her theme (catfish). Gura was just a girl with short hair and a shark hoodie that made obvious that she's themed after sharks.
I would have given her a sailor hat (to complement her sailor dress) and shorter hair to make her themed after fish/the sea in general, but with how saturated is the vtranny industry I wouldn't be surprised if there's already a character with this design.
