no, since constitution was violated, the legitimacy can only be restored either trough execution of the people who violated the constitution as treasoners, or by voting on new constitution

and another trick for ukraine is that their declaration of independence was also violated, so they're effectively legally back into USSR legal field, that belongs to Russian Federation currently and they need to negotiate a new declaration of independence with Russian Federation government, if they want to keep the power legally and legitimately

btw the spirit[1] of the declaration of independence was that they're seceding because USSR is in an economic crisis, so they would fuck off, because they they think that betraying their countrymen in the time of need is the best thing for them

but they never recovered from the said crisis
mostly by keeping all the things that were causing the crisis
