Ironically, it's not. That's just the modern Teenage Wasteland take on it. Real anarchism, and yes it has been tried, sometimes has more rules than statist societies because authority and force are spread out.
Example, if you'll accept tribal 'anarchisms' would be the Maori adapting to firearms warfare. They didn't have anything like a central state, yet people collaborated and in some cases fought the English to a standstill.
